Facing historically high loan delinquencies and lacking the borrowers that they depend on for revenue, two of Inland Southern California's larger credit unions are navigating cautiously to avoid regulators' concerns that on Friday caused the National Credit Administration to seize control of Arrowhead Credit Union.

A new law bans most employers from using credit history as a factor in hiring, firing or suspending someone.
