I bought a used car but the bank won’t finance the whole amount, can I return the car?

I bought a used car for 7999 with 800 down. I had the car almost a month, got it licensed and registered and then the bank sent me a letter countering they will only finance 6300, I can't afford the difference. Can I return the car? Will I be losing money?
The dealer set up a loan through a different bank and it looks like its all worked out. Everyone here really scared the crap out of me.
